We don't know this yet. All we know is you can declare your heritage/allegiance to either Steiner or Davion. The Federated Commonwealth wasn't officially formed until 3055 when Victor assumed the throne. Prior to this it was more of an alliance rather than a single nation, despite that for 20+ years most people considered it the latter

Not the best reaction, but to be fair the Capellan Confederation wasn't the victim it claims to be. Far from it.

Houses Steiner and Davion (the Lyran Commonwealth and Federated Suns, respectively) were joined by marriage in 3028, an event which touched off the brief but significant Fourth Succession War, and formed the Federated Commonwealth. Though still separate in many ways, in 3049 these two houses rule their vast empire jointly, and the two houses are becoming increasingly integrated, including their military. According to the canon timeline, by 3049 the Armed Forces of the Federated Commonwealth are almost completely integrated. However, for purposes of making things more interesting in MWO, PGI has apparently strayed from the canon in this one area. As a result, the Steiner and Davion factions will be played separately in MWO rather than as one faction.

If you talk about "fairness", the first shot between Cap and FS was fired by House of Davion. Davion is known as an expansionists throughout history and Cap Con bore the brunt of its attacks throughout 1000 years. The amount of attacks initiated by Davions far far exceed Cap Con's attack on traditional Davion lands. During the 4th War, just about every planet in Cap Con was attacked at least once. Cap Con is the smallest of all the Houses and how can it survival this long without assymetric warfare to support it?

Well that are going to split up in the future so it is not really straying, just forward looking :)

Wiki, Sarna, etc. all cite that the state was officially formed in 3055. With the deaths of Hanse Davion and Melissa Steiner-Davion, the position of the Archon-Prince was formed and filled by only Victor.

You still have no proof that PGI is straying away from canon. Many of these news-flashes refer to the Federated Commonwealth

April 8th- Rumors circle Archon-Prince-designate Victor Steiner-Davion will post to Twenty-fifth Arcturan Guards RCT upon graduation.
May 16th-A militaristic symbol of the FedCom alliance, a year since its release the AXM-1N Axman generally maligned by pilots.
July 10th-Rumors confirmed that Archon-Prince-designate Victor Steiner-Davion has been assigned to the Twelfth Donegal Guards.
August 2nd- Despite decade’s old grievances, FedCom/Free Rasalhague Republic trade negotiations reach new milestones.

I have yet to see the developers officially state they are ignoring the FedCom alliance. Regardless of the alliance, there are still a large number of units/factions/planets that still identified with either Steiner or Davion history (in fact many planets resisted the alliance and were strong opponents of it). PGI allows a player to align itself with a great house, but you really do not have any information on the political alliances of these great houses, since we have almost no information on the metagame since it was announced months ago

It was a sound reason...everyone saw the threat there. All clans but Wolf agreed. the mob tactics of the Inner Sphere become much more effective when they are all one big mob.

The news has been exactly 3 hours "early" for the past several days. We're seeing IGP take over a lot more of the community services recently. I think they transferred the story posting duties from PGI to IGP. They maintained a 9am posting time, but that has been shifted from Pacific Time to Eastern Time (exactly 3 hours earlier). That's my hypothesis, and I'm sticking to it. :)
